• Instructional Coaches and TOSAs Supporting Multilingual-English Learners or Early Literacy

• District Office and County Office Leaders Supporting Multilingual-English Learner Students

When teaching foundational literacy skills, adapting instructional practices to meet the unique needs and characteristics of multilingual-English learners (ML-ELs) is essential. This book study will explore topics from the book, Literacy Foundations for English Learners, by Dr. Elsa Cárdenas-Hagan. Aligned with Principle 2 of the English Learner Roadmap, the book study will cover the first six chapters of the book.

Dates and Topics Covered:

• October 21, 2026: Teaching literacy skills to ML-EL students, language and literacy development, components of literacy instruction or ML-ELs (Chapters 1-3)

   

  November 5, 2026: Phonological awareness development (Chapter 4)

   

  November 18, 2026: Phonics development (Chapter 5)

   

  December 8, 2026: Reading fluency development (chapter 6)

Attendees will receive a hard copy of the book Literacy Foundations for English Learners by Dr. Elsa Cárdenas-Hagan. Come in teams or bring a colleague to help make deeper meaning for your system!

Note: 

Attendees must attend the in-person session 1 to receive a hard copy of the book for the book study. If unable to attend session 1, the attendee will need to make arrangements to pick up the book from the Sacramento County Office of Education prior to session 2.
